NATIONAL CITY COUNCIL PLEDGE TO INVESTIGATE MUNICIPAL COMPLICITY IN ISRAELI GENOCIDE
On Friday, October 17, 2025, six members of Portland’s City Council signed and launched a national city council pledge to investigate local economic and infrastructural complicity with Israeli genocide, including the manufacturing and transport of weapons and military equipment bound for Israel within city limits. The councilors called on city councilors across the nation to use the tools of their office to investigate whether their community’s investments and infrastructure are linked to Israel’s atrocity crimes, and take action as needed.
FREQUENTLY ASKED QUESTIONS FOR COUNCILORS
What is the purpose of the pledge?
The purpose of the pledge is to provide city officials an opportunity to step in where Congress and other leaders are failing to act in ending the US support for Israel’s genocide of Palestinians. We hope this pledge will serve to publicly demonstrate a groundswell of municipal level support; to inspire city councilors to take action, even if they are the lone progressive on their council; and to lay the groundwork for taking further steps towards ending city level complicity in Israel’s genocide.
What is the commitment I’m making by signing on?
By signing on, you are committing to taking steps towards ending your city’s complicity in Israeli genocide and apartheid, and specifically by opening investigations into said complicity – either formally or informally. There is no set definition of what this looks like, and councilors will be put into communication with one another to share ideas and coordinate. This is not an all or nothing pledge – do what you can, however small.
What are some examples of how this could work?
A city council office could send a letter to a weapons manufacturer in their district, asking them to clarify whether or not their products are being used by the Israeli military. A city council office could ask the local Port Authority to certify whether weapons or cargo for Israel are being shipped out of the ports. Multiple city council offices in multiple cities could send official inquiries to Maersk, a logistics company shipping weapons to Israel, asking them to certify what they are transporting in city limits. The simple act of asking questions of these corporations and institutions is a step that has not yet been taken in the United States, and can help create pressure and lay groundwork for further steps.
What if I support this in theory, but can’t commit to doing more?
We still want you to sign on! Even if you don’t have capacity to initiate any next steps related to this pledge, by signing on you are signalling your openness to signing on to others’ initiatives, or supporting community requests and campaigns related to the pledge.
What are the risks of signing on?
The Trump administration is increasing repression against all movements for justice, including the movement to end Israel’s genocide of Palestinians. We can’t predict whether or not there will be any response or backlash to this pledge. But there is safety in numbers – the more of us that sign on, the lower the chance that any of us are singled out.
What happens after I sign on?
If indicated on the form, you will be added to a thread with other city councilors or their staff to coordinate and share ideas periodically. We may also publish a full list of signatories once we reach a critical mass.
